ACTA_224-2011-2013_PLENO.pdf Se debatió en primer debate la interpretación del Mandato Constituyente N.º 8 para garantizar la contratación directa, estabilidad, antigüedad y demás derechos de trabajadores que permanecían bajo modalidades de intermediación, tercerización o servicios técnicos especializados, especialmente en el sector petrolero; también se cuestionó el incumplimiento de esta normativa por empresas e instituciones públicas. La sesión fue suspendida sin votación por riesgo de falta de quórum. Intervinieron Armando Aguilar, Jonny Tasichana, Guido Vargas, María Paula Romo, Línder Altafuya, Silvia Salgado, Kléver García y Nívea Vélez.
