Informe: Presidente Tribunal de Cuentas de Guayaquil. Pasan a Comisiones de Legislación y de Hacienda. 3. Licencia: Federico Coello diputado por Guayas pide treinta días. Concedida se dispone llamar al suplente. 4. Primer debate: Prohíbe cobro interés del doce por ciento anual; Establece en el cantón Rocafuerte una Escuela de Agronomía; y, Establece servicio de Sanidad en la República. Pasan a segundo. 5. Informe: Propuesta Guillermo Guarderas para construir ferrocarril Quito - San Antonio de Pomasqui. Aprobado. 6. Informe: Declara insubsistente contrato sobre concesión de aguas hecho por el Supremo Gobierno a favor de la Guayaquil and QuitoRailway Company el 6 enero 1909. Aprobado pasa Comisión Redactora.
