Primera discusión: Reformatorio Decreto-Ley 707 de 9 agosto 1944, referente a Casa de la Cultura; y, Rehabilitación de Ramón González Artigas de su goce ciudadanía ecuatoriana. Pasan a segunda. 4. Licencia: R. Coello J. Concedida y se llama al suplente. 5. Informe: Autoriza al Ministro de Educación cancele treinta mil sucres para escuela 6 de Diciembre en la ciudadela Belisario Quevedo de Quito. Pasa a segunda. 6. Informes de mayoría y minoría: Reclamación mortuoria de Emilio Ruperti. Aprobado el de minoría, se suspende discusión.
