REINA: DICE QUE ES CONVENIENTE QUE LA CÁMARA SE CONSTITUYA EN UNA COMISIÓN GENERAL PARA DISCUTIR SOBRE LOS PROYECTOS PARA INSTALAR AGUA POTABLE EN EL GUAYAS. 4. TERCERA DISCUSIÓN: PROYECTO PARA INSTALAR AGUA POTABLE Y CANALIZACIÓN EN GUAYAQUIL, SE NIEGA LA PRIMERA PARTE Y SE APRUEBA LA SEGUNDA. 5. AUTORIZACIÓN AL MUNICIPIO DE GUAYAQUIL PARA CONTRATAR EL EMPRÉSTITO HASTA CON EL 2% DE AMORTIZACIÓN.
