PRIMERA DISCUSIÓN: PROYECTO DE AUTONOMÍA DE LAS UNIVERSIDADES, PASA A SEGUNDA DISCUSIÓN. 4. OFICIO. CÁMARA DE DIPUTADOS: DEVUELVE SIN MODIFICACIONES EL PROYECTO QUE CREA FONDOS PARA LA CONSTRUCCIÓN DEL FERROCARRIL DE GUAYAQUIL A LA COSTA, SE ENVÍA AL EJECUTIVO.
