- LECTURA: OFICIO DE LA CÁMARA DEL SENADO ACEPTA LA INVITACIÓN PARA LA SESIÓN DE CONGRESO PLENO. 2. TERCERA DISCUSIÓN: PROYECTO DE DECRETO QUE CREA UN IMPUESTO PARA LA CONSTRUCCIÓN DE CASAS DE CORREOS Y TELÉGRAFOS EN QUITO Y GUAYAQUIL Y DESPUÉS EN LAS DEMÁS CAPITALES DE LAS PROVINCIAS, SE APRUEBA. 3. MOCIÓN: DR. VERA DICE QUE SE RECONSIDERE LA RESOLUCIÓN DE LA CÁMARA RESPECTO DE LAS OBJECIONES PRESENTADAS POR EL EJECUTIVO AL PROYECTO DE DECRETO QUE CONCEDE AMNISTÍA A LOS PROCESADOS POR LOS SUCESOS DEL 28 DE ENERO DE 1912 E INSISTA EN EL PROYECTO, SE ACEPTA Y RESUELVEN INSISTIR EN EL PROYECTO. 4. CONTINUA: SEGUNDA DISCUSIÓN: PROYECTO DE DECRETO SOBRE REFORMAS A LA LEY DE INCONVERTIBILIDAD DE BILLETES DE BANCO, SE APRUEBAN LOS ARTÍCULOS Y SE NIEGA AL CONSIDERANDO. 5. INFORME VERBAL: DR. ALCIVAR COMISIÓN 1 DE RELACIONES EXTERIORES SOBRE LA SOLICITUD Y TELEGRAMAS DE VARIOS DUEÑOS DE MINAS PETROLÍFERAS QUE PIDEN SE REFORME LA LEY AL RESPECTO OPINA QUE POR FALTA DE TIEMPO SE DEBE APLAZAR PARA CONOCIMIENTO DE LA PRÓXIMA LEGISLATURA. 6. SENADO DEVUELVE MODIFICADO EL PROYECTO QUE REFORMA EL CÓDIGO DE PROCEDIMIENTO PENAL, SE ACEPTAN.
