Segunda discusión: Legaciones diplomáticas en Europa y Norte América. Negado. 4. Tercera discusión: Todo empleado que maneje caudales de la Nación, está obligado a rendir cuentas de éstas. Se suspende y pasa Comisión de Hacienda para emitir informe. 5. Tercera discusión: Jubilación Juan Bautista Vásquez. Aprobado. 6. Tercera discusión: Derogatorio artículo 1 de la Ley de 18 agosto 1896, relativo a a fondos del Colegio San Vicente del Guayas. Aprobado. 7. Lectura: Exoneración Municipalidad Babahoyo, pago cinco mil sucres por cuotas no satisfechas al Fisco, para sostenimiento Policía Rural. Pasa a segunda. 8. Lectura solicitudes a Comisiones respectivas.
