1. Instalación Tercer Congreso Extraordinario 1890. 2. Elección autoridades: Presidente Carlos Mateus, Vicepresidente Rafael María Arízaga y Secretario Joaquín Larrea. Prestan juramento de Ley. 3. Comunica Senado elección autoridades. 4. Lectura oficio del Ejecutivo adjunta: Decreto convocando nueva Legislatura; y, Someten a consideración de la Cámara asuntos pendientes relativos a ferrocarriles. 5. Senado comunica: Se conforma con insistencia de los artículos 34 y 36 contrato ferrocarril del sur. 6. Tercer debate: Propuesta Miller y Coirel para construir ferrocarril Esmeraldas – Las Palmas. Aprobado. 7. Negativa Senado: Artículo 3 estanco al tabaco. Se resuelve insistir. 8. Oficio del Ejecutivo: Somete al nuevo Congreso Reformas Ley Régimen Municipal. Debate. Se suspende.
