Lectura: Se hace extensivo a todas las municipalidades Decreto Legislativo de 3 septiembre 1890 sobre alumbrado público; Privilegio otorgado a proveer alumbrado eléctrico Quito, Latacunga, Ambato, Riobamba y Loja; Reformatorio Ley de Aduanas; y, Ley de Sueldos. Pasan a Comisión de Redacción. 4. Segunda discusión: Abono sobresueldo en calidad de viáticos a los militares en comisión. Pasa a tercera. 5. Debate: Insistencia, se conserve artículo dos proyecto que vota seis mil sucres para desviación río Jubones. Aprobado.
