1. Instalación Tercer Congreso Extraordinario 1898. 2. Se nombra Director: José L. Tamayo y Secretario: Andrés Duarte Cueva. 3. Escrutadores electos HH: Subía, Egas, Barreiro y Carlos Aguirre. 4. Elección autoridades, Presidente: José Luis Tamayo, Vicepresidente: Carlos Freile, Secretario: Andrés Duarte Cueva. 4. Cumplida promesa constitucional, se instala el Tercer Congreso Extraordinario. 5. Moción: Se adopte como Reglamento Interior de la Cámara, el del último Congreso extraordinario para su discusión. Aprobada. 6. Se eligen por votación miembros Comisión de Mesa HH: Fernández, Peñaherrera y Egas. 7. Oficio: Cámara del Senado, comunicando elección autoridades y su instalación. 8. Mensaje del Ejecutivo por parte Ministro de lo Interior. Debate. Moción: Se continúe inmediatamente discusión discusión contrato del ferrocarril. Negada.
