1. Lectura: Decreto Ejecutivo que convoca al Congreso a Sesiones Extraordinarias por seis días. Se acusa recibo. 2. Ministro de Hacienda remite: Cuenta detallada de gastos extraordinarios 1907. A Comisión del ramo. 3. Senado remite modificado: Establece Cámaras a Comisiones de Agricultura en Quito, Guayaquil y Cuenca. Aceptadas pasa al Ejecutivo. 4. Negativa: Interpreta inciso segundo del artículo 33 de la Constitución. Rechazada, se resuelve insistir. 5. Lectura: Denuncia José Gabriel Navarro sobre manejos en Escuela de Bellas Artes. Debate. Se aprueba primera parte y niega la segunda.
