1. Se dispone oficiar al Ministro de Hacienda exigir respuesta cablegramas dirigidos por la Comisión Especial al Cónsul del Ecuador en París y ex Cónsul Juan Manuel Lasso. 2. Se ordena oficiar al Ministro de Hacienda preguntándole si se ha negociado el empréstito interno para el pago del cupón del ferrocarril que vencerá en diciembre 1906. 3. Licencia: Diputado Juan Lombeida pide 30 días por enfermedad. Concedida se llama al suplente. 4. Lectura solicitudes a Comisiones pertinentes. 5. Pasa a Comisión de Legislación el impreso de Ley de Aguas. 6. Continúa tercera discusión: Proyecto de Constitución. Se suspende. 7. Segunda discusión: Sobre víveres presentado por Comisión Especial. Pasa a tercera. 8. Lectura cablegrama: Para transmitirlo al Cónsul General del Ecuador en París. 9. Memorándum: Se oficie al Ministro de Hacienda que envíe a Secretaría en 48 horas, toda la documentación relativa a los dos empréstitos de junio último con la French Finance. 10. Continúa tercer debate. Proyecto de Constitución. Se suspende. Se nombra Comisión para Agricultura.
