1. Informe: Ratificar Decretos-Leyes del Ejecutivo 1303, 1572, 1618, 1629 y 1640. Aprobados, al Registro Oficial. 2. Informes: Excusa C. Tobar Subía; y, Negar solicitud J. Vizuete. Aprobados. 3. Lectura: Reformatorio Decreto 24 febrero 1945 del Registro Oficial 237; Indemnización ciudadanos de la Región Oriental por depredaciones de tribus salvajes; Expropiación aguas parroquia Caranqui para Municipio de Ibarra; Creación oficina Comercio Exterior en Esmeraldas; Timbre consular al Banco Central; Impuesto al aguardiente y sal en provincia de Bolívar; Demarcación límites Pichincha y Esmeraldas. Pasan a Comisiones pertinentes. 4. Lectura comunicaciones, al archivo y Comisiones respectivas. 5. Acuerdo: Declara a las señoritas Rosa e Isabel Eguiguren Escudero, merecedoras de la gratitud de la Patria. A Comisión de Redacción.
