1. Moción: Que la Convención permita al Ejecutivo despachar en cualquier distancia de la República, mientras se reúna el Congreso constitucional, sin que la ausencia de la Capital exceda de cuatro meses en cada año. Negada. 2. Primera discusión: Rebaja los censos al dos por ciento, pagable en dinero. Pasa a segunda. 3. Informe: Reclamo Cura de San Miguel de Latacunga sobre despojo sufrido por los indígenas en las aguas de aquel vecindario. Negado. 4. Informe: Procurador Síndico de Otavalo pide traslado a ese lugar la capital provincial de Imbabura, por ser Ibarra lugar muy mal sano. Se difiere hasta cuando se expida ley de demración territorial. Aprobado. 5. Tercer debate: Prohibe exportar paja toquilla de Manabí. Aprobado. 6. Moción: Se autorice al Poder Ejecutivo para que de un reglamento sobre la fuerza marítima, el que se someta a la próxima legislatura. Pasa a la Comisión.
