INFORME: COMISIÓN 2 DE LEGISLACIÓN SOBRE EL PROYECTO DE LEY REFORMATORIO AL DECRETO DE CREACIÓN DE LA JUNTA DE BENEFICENCIA DE BABAHOYO Y QUE REDUCE EL VALOR DE GARANTÍA QUE DEBE PRESENTAR EL TESORERO, OPINA QUE EN LA PRACTICA ES IMPOSIBLE ENCONTRAR UNA PERSONA QUE ESTE DISPUESTA A COMPROMETER SUS BIENES, OPINA DEBE DARSE EL CURSO LEGAL, POR LO QUE SE DEBATE EL PROYECTO EN TERCERA DISCUSIÓN Y SE APRUEBA. 2. MOCIÓN: DR. ENRIQUE BUSTAMENTE DICE: ES NECESARIO DECIDIR SOBRE LA LINDERACION DE LOS CANTONES DE MANABI, SE ACEPTA Y SE CONTINUA CON LA TERCERA DISCUSIÓN, SE SUSPENDE LA RESOLUCIÓN. 3. PRIMERA DISCUSIÓN: PROYECTO DE AUTONOMÍA DE LAS UNIVERSIDADES, PASA A SEGUNDA DISCUSIÓN. 4. OFICIO. CÁMARA DE DIPUTADOS: DEVUELVE SIN MODIFICACIONES EL PROYECTO QUE CREA FONDOS PARA LA CONSTRUCCIÓN DEL FERROCARRIL DE GUAYAQUIL A LA COSTA, SE ENVÍA AL EJECUTIVO.
