PRIMER DEBATE: PROYECTO QUE ADJUDICA A LA CONFEDERACIÓN OBRERA DE PORTOVIEJO EL SOLAR RUINOSO QUE SIRVIÓ DE CÁRCEL A LA CIUDAD, PASA A SEGUNDA Y A LA COMISIÓN DE BENEFICENCIA. 5. CONTINUA: TERCERA DISCUSIÓN: PROYECTO DE DECRETO QUE CREA LA DIRECCIÓN DEL ORIENTE, SE APRUEBA. 6. INFORME: COMISIÓN 1 DE INSTRUCCIÓN PUBLICA SOBRE EL PROYECTO POR EL QUE SE AUTORIZA A LA JUNTA ADMINISTRATIVA DE LA UNIVERSIDAD DEL AZUAY TOMAR UN PRÉSTAMO DE LOS FONDOS DE LA UNIVERSIDAD A CUBRIR EL DÉFICIT DE GASTOS, OPINA QUE DEBE SEGUIR SU CURSO CONSTITUCIONAL, SE ACEPTA.
