PRIMERA DISCUSIÓN: PROYECTO DE REFORMAS Y ADICIONES A LA LEY DE CONSTRUCCIÓN DE LOS FERROCARRILES QUITO- ESMERALDAS Y SIMBAMBE A CUENCA, PASA A SEGUNDA Y A LA COMISIÓN 1 DE OBRAS PUBLICAS. 3. CONTINUA: TERCERA DISCUSIÓN PROYECTO DE DECRETO QUE AUTORIZA A LA MUNICIPALIDAD DE GUAYAQUIL A CONTRATAR UN EMPRÉSTITO PARA LA PROVISIÓN DE AGUA POTABLE EN GUAYAQUIL, SE SUSPENDE 8 DÍAS. 4. INFORME: COMISIÓN ESPECIAL SOBRE EL PROYECTO QUE ESTABLECE DE MODO OBLIGATORIO PARA LOS COMERCIANTES LA MATRICULA OPINA QUE LAS PARTICULARIDADES YA SE ENCUENTRAN EN EL CÓDIGO DE COMERCIO Y POR TANTO NO TIENE OBJETO PRACTICO LA DISCUSIÓN DEL PROYECTO, SE ACEPTA.
